The Illinois Commerce Commission (ICC) recently held an informal workshop in Chicago to discuss distributed generation compensation options with stakeholders.
The Future Energy Jobs Act (FEJA) requires Illinois’ large investor-owned utilities to seek ICC approval to provide rebates to retail customers who own distributed generation.
FEJA directs Illinois to encourage the adoption of cost-effective distributed energy resource technology and develop a formula for calculating the value of rebates for retail customers. The ICC is partnering with the U.S. Department of Energy (DOE) and the Pacific Northwest National Laboratory (PNNL) to create a distributed generation compensation structure for Illinois.
Presenters at the workshop outlined the goals of FEJA and the actions that other states have taken to foster discussion with stakeholders. The ICC is accepting informal written comments from stakeholders.
ICC organized the workshop with the assistance of the DOE Solar Energy Technologies Office Analytical Support Program for Public Utility Commissions.
Based on stakeholder input, data needs, and availability, the commission will develop a summary report will that outlines various distributed generation valuation and compensation options. The ICC will then hold another workshop to receive comments on the summary report before developing a final report.
