International Confederation of Energy Regulators elects Schmerler of Peru as chair

The International Confederation of Energy Regulators (ICER) elected Daniel Schmerler of Peru as its new chair during the World Forum on Energy Regulation, which was recently held in Cancun, Mexico.

Schmerler’s term began Monday and ends in 2021.

Schmerler is the president of Peru’s national regulator of energy and mines, the Organismo Supervisor de la Inversión en Energía y Minería. He also serves as president of the regional body for energy regulators in Latin America, the Asociacion Iberoamericana de Entidades Reguladoras de la Energia.

Schmerler is a lawyer who specializes in competition and administrative law, economic and network industry regulation, with a focus on energy and telecommunication infrastructure.

“At this critical time in energy regulation, ICER provides us with an important forum to come together, share best practices and identify solutions to the most pressing regulatory challenges of our time. I will make efforts to continue integrating the various regional associations through dialogue and identification of the challenges they face,” Schmerler said. “I am humbled by the support of my colleagues around the world and I thank outgoing Chair Betkoski for his leadership and service to ICER and its members.”

Schmerler plans to work to strengthen the Women in Energy Initiative during his term as chair through networking opportunities and training.

Schmerler succeeds John W. “Jack” Betkoski III as ICER Chair. Betkoski is the president of the U.S. National Association of Regulatory Utility Commissioners (NARUC) and the vice chairman of the Connecticut Public Utilities Regulatory Authority.

ICER members also elected two vice chairs during the World Forum. Susanna Cazorla of Mexico, who is currently ICER vice chair and serves as a director at the Comisión Reguladora de Energía, and David Danner of the United States, who is chair of the Washington Utilities and Transportation Commission, will serve three-year terms as vice chairs of ICER ending in 2021.
