Missouri Public Service Commission grants approval for largest wind facility in Missouri

The Missouri Public Service Commission voted Wednesday unanimously to grant Ameren Missouri a certificate of convenience and necessity to acquire, after construction, a 400-megawatt facility expected to be located in Schuyler and Adair counties in northeast Missouri.

The facility, High Prairie Wind Farm, will be the largest in Missouri once completed.

“This is an important next step in the process to develop more renewable energy in the state for the long-term benefit of our customers,” Michael Moehn, president of Ameren Missouri, said.

The wind farm will be constructed under a Build Transfer Agreement between Ameren Missouri, a subsidiary of Ameren Corporation, and TG High Prairie Holdings, LLC (TG Holdings). TG Holdings formed a special-purpose entity, TG High Prairie, to complete the project. Once the facility is constructed, TG High Prairie will merge into Ameren Missouri, with Ameren Missouri to be the surviving entity.

Under the agreement, Ameren Missouri will comply with provisions intended to mitigate the impact of the wind project on the environment and Missouri wildlife. As part of its application, the company also sought to establish a Renewable Energy Standard Cost Recovery Mechanism. The Commission granted Ameren Missouri’s request.

Ameren Missouri must still obtain a Midcontinent Independent System Operator transmission interconnection agreement for the facility.
