Michigan electric choice program shows growing effect, despite fewer enrollees

The amount of electricity consumed by Michigan’s electric choice program enrollees rose throughout 2018, though the number of enrollees themselves decreased, according to the Michigan Public Service Commission (MPSC).

In its Status of Electric Competition report, the MPSC noted an 8-megawatt rise in usage offset a more than 100 person drop of customers involved in the choice program. Around 6,654 customers remain interested in access to the choice program, supposing caps on enrollment allow for more enrollees. That cap is currently set at 10 percent of a utility’s average retail sales from the previous year.

Most of Michigan’s utilities were at their customer cap throughout 2018. Nearly all participants in this program are commercial and industrial clients. The state remained one of only 20 jurisdictions with either full or limited retail electric market restructuring in 2018.
