American Gas Association backs pipeline safety bill

The U.S. Department of Transportation’s recommendations for pipeline safety reauthorization legislation are in alignment with efforts made by the industry to enhance safety, according to the American Gas Association (AGA).

“PHMSA’s (Pipeline and Hazardous Materials Safety Administration) recommendations would create a framework for our members to enhance safety and pioneer industry-leading practices by recognizing operators that consistently go above and beyond federal regulations for the safety of their customers and communities,” Christina Sames, vice president of operations and engineering at AGA, said. “Many of the provisions put forth by PHMSA are consistent with ongoing industry efforts, and we look forward to discussing opportunities where language could be more inclusive or expansive to further our shared goal of safe, reliable and affordable energy delivery.”

Specifically, PHMSA’s proposals are in-line with industry activities by providing recognition or other non-financial incentives for pipeline operators who voluntarily exceed the minimum federal pipeline safety regulations to ensure operating safety and reliability. The industry also, in line with PHMSA, conducts pilot programs of new technologies to promote the safe transportation of gas or hazardous liquids by pipelines. Further, the industry practices voluntary information sharing to encourage collaborative efforts.

AGA will also be further reviewing the bill in the coming weeks and meeting with Congressional committees to discuss it.
