The National Council on Electricity Policy (NCEP) has created a database of resources and examples of transmission and distribution system interactions to help state electricity policy officials understand and build off others’ experience.

“The resource catalog is a first step in checking to see if another region or state has experience on how to approach emerging challenges,” New Jersey Board of Public Utilities Commissioner Upendra Chivukula, an NCEP Executive Committee member, said.

The council, an affiliate of the National Association of Regulatory Utility Commissioners (NARUC), built the database from a series of workshops and meetings about the evolving grid in 2018 and 2019. States and experts offered theories and examples from their experiences, which have been included in the catalog through news articles, presentations, press releases, websites, and dockets. The resource catalog shares relevant information within three categories: planning, operations, and markets.

The nature of electricity policy is that each jurisdiction needs to bring its management to bear in addressing the evolution of distributed energy resources and other new grid technologies. Coordination is key to that, so having examples of projects, policies, resources, and references that have been tried, posited, succeeded, or failed are potentially invaluable to officials.
