El Paso Electric seeks proposals to expand Texas community solar output with 10 MW facility

A new request for proposal (RFP) for a 10 MW utility-scale solar generating facility with an optional 3 MW battery energy storage system was issued by El Paso Electric (EPE) last week to expand EPE’s Texas Community Solar Program.

While preferring Texas, proposals may be sited within either EPE’s Texas or New Mexico service regions. All proposals will consider overall Engineering, Procurement and Construction (EPC) costs and bidder experience, among other items. It will mark the second expansion to EPE’s voluntary green energy option since its launch in 2017.

All bids proposals are due by April 4, 2022, but those seeking to apply must start the process earlier, submitting letters of intent no later than Feb. 22, 2022. Proposals for long-term power purchase agreements will also be considered, but preference will be given to EPC projects. If going that route, bidders must intend to offer access for no less than 30 years.

The EPE Community Solar Program is the first of its kind in Texas. It includes options to expand solar subscriptions, with no personal rooftop panels needed and no limitations on who qualifies to receive solar energy.
