El Paso Electric (EPE) seeks a consultant for a market potential study, which will assess and define energy efficiency and load management programs for its residential, commercial, and industrial customers for 20 years.
As part of this study, EPE and its chosen partner – to be selected from a qualified list of proposals – will analyze the technical, economic, and achievable potential for reducing energy, demand, and shifting on-peak electricity usage to off-peak times through these programs. Customers will be surveyed to determine the best practices, procedures, and design of the new program to maximize participation.
Because of this, the MPS is expected to lay out the market sectors and end-user types, the data used for strategic planning and prediction, the development and identification of the needs, lacks, and methods for measurability and accountability of energy, as well as the load impacts and cost-effectiveness of each proposed program. Both traditional and non-traditional programs will be considered, meaning that technologies such as utility and customer-owned distributed energy resources (DER), energy storage, and others could be used.
These programs could find use in New Mexico and Texas once appropriate levels of energy efficiency and load management programs modeled on EPE’s 2024 Integrated Resource Plan can be determined. Ideally, customers should also be able to participate in multiple programs.
Interested bidders can submit proposals through Sept. 16, 2022.
