The second annual Renewable Energy Portfolio Standard (RPS) from Appalachian Power Company was approved by the Virginia State Corporation Commission (SCC) this week, paving the way for the development of further solar and onshore wind generation capacity.
Appalachian requested to acquire or contract seven new facilities to provide approximately 493 MW of renewable generation capacity. Five of these would be solar facilities located in Virginia itself, while an additional solar facility will be located in West Virginia, and a single wind facility will be based in Illinois. Additionally, the SCC cleared Appalachian for a revenue requirement of $32,069,614 to recover costs accrued between August 2022 and July 2023 due to Virginia Clean Economy Act (VCEA)-related resources.
“As always, the Commission is guided by the statutes and the record,” the commission said. “In doing so, we have exercised the Commission’s delegated discretion in a manner that faithfully implements the VCEA requirements that include carbon reduction, while best protecting consumers who expect and deserve reliable and affordable service.”
SCC determined the Appalachian plan, which it is required to submit annually in compliance with the VCEA, to be reasonable and prudent.
