Illinois commission launches utility of the future study

The Illinois Commerce Commission (ICC) recently initiated NextGrid, a study of technological advancements and utility and regulatory models that may transform the energy landscape in the near future.

NextGrid, an 18-month long consumer-focused study, will be led by outside facilitator. It will seek to identify and investigate factors influencing the evolution of the energy industry and provide information on potential challenges and inform the decisions of policymakers.

“Illinois has a long history of progressive leadership in energy policy,” ICC Chairman Brien J. Sheahan said. “Like the 1997 Electric Service Customer Choice and Rate Relief Law, the 2011 Energy Infrastructure Modernization Act, and the 2016 Future Energy Jobs Act, NextGrid holds the promise to further Illinois’ leadership in the new energy economy. We need to support innovation by utilities that builds on our strengths, creates value for consumers, and contributes to growth and development.”

NextGrid fulfills a recommendation from Governor Bruce Rauner’s Transition Committee and complements the Future Energy Jobs Act that was passed in December 2016.

“CUB looks forward to participating in NextGrid, and we thank the ICC for launching this effort,” Dave Kolata, executive director of the Citizens Utility Board (CUB), said. “The energy industry is undergoing dramatic changes, and we need to make sure that consumer value is maximized. This is an excellent opportunity to help lay the regulatory groundwork for an energy future that gives consumers the tools they need to take advantage of a more reliable and affordable electricity system.”

The facilitator will present the study to the ICC at a formal policy session early this summer. Interim reports are expected in early 2018, and the final report is expected later that year.
