Senate committee nominates three to fill FERC vacancies

Three people have been nominated by the U.S. Senate Energy and Natural Resources Committee to serve as commissioners on the Federal Energy Regulatory Commission (FERC).

David Rosner was approved by the committee by a vote of 16-3. He will serve until his term expires on June 30, 2027. Lindsay See was nominated by the same 16-3 vote for a term expiring June 30, 2028. Also, Judy Chang earned a seat by a vote of 15-4 for a term expiring June 30, 2029.

The selections were applauded by industry groups, including the American Clean Power Association (ACP).

“We thank the Senate Energy & Natural Resources Committee for its leadership in advancing the nominations of these three candidates to serve as FERC commissioners on a bipartisan basis,” ACP Vice President of Markets & Transmission Carrie Zalewski said. “FERC is currently focused on a range of critical issues, especially around the need to strengthen America’s power grid, and having a full slate of five commissioners will be an important element in the commission’s ability to carry out its mission.”

Rosner and Chang are Democrats, while See is a Republican.

The Interstate Natural Gas Association of America (INGAA) cited the importance of seating these nominees as soon as possible, as FERC is shorthanded.

“Currently, FERC is operating with three commissioners, the minimum to sustain a quorum necessary to function as intended. With a pending vacancy in a couple of weeks, the agency could lose quorum, which would eliminate the Commission’s ability to approve construction of critical energy infrastructure projects, including natural gas pipelines and storage facilities, INGAA President and CEO Amy Andryszak said. “INGAA urges the Senate to act swiftly to avoid this loss of quorum by scheduling votes to confirm the nominations of Rosner, See, and Chang with bipartisan support.”

The three nominees now move to the Senate floor for consideration by the full senate.
