EFSEC recommends Gov. Inslee deny the Vancouver Energy Project

In a unanimous vote, the Washington Energy Facility Site Evaluation Council (EFSEC) voted forward a recommendation that Gov. Jay Inslee reject a proposed Vancouver Energy project.

Vancouver Energy has been pursuing a site certification agreement from EFSEC to build and manage the Tesoro Savage Vancouver Energy Distribution Terminal in the Port of Vancouver, Washington, since 2013. Though EFSEC held a public meeting to vote on its final recommendation, it took no public comment on the decision.

If brought to full capacity, the Tesoro project has the capability to receive as many as 360,000 barrels of crude oil transported by train per day. EFSEC conducted an Environmental Impact Study in regards to the proposed construction, which evaluated the potential consequences of its creation. That study, unlike the final decision, received nearly 250,000 comments from the public.

The recommendation by EFSEC will be submitted to the governor in December. After that, he has 60 days to reach a final decision on the project’s future.
