NARUC appoints two new members to its board of directors

The National Association of Regulatory Utility Commissioners (NARUC) has appointed Dallas Winslow, the chairman of the Delaware Public Service Commission, and Matthew Schuerger, a commissioner on the Minnesota Public Utilities Commission, to its board of directors.

Each will serve a four-year term.

Winslow has been with the Delaware PSC since 2005 and has been chairman since July 2012. Winslow, a graduate of Dickinson College and Duquesne University School of Law, worked for 30 years as the chief of legal services in the state of Delaware’s Office of the Public Defender. He is also a retired Colonel from the Delaware National Guard and served in the Delaware State Senate from 1998 to 2002.

“I’m proud to be entrusted with a leadership position with the National Association of Regulatory Utility Commissioners,” Winslow said. “I look forward to working diligently and providing solid advice and counsel to the Board to the furtherance of the NARUC mission, which is to improve the quality and effectiveness of public utility regulation.”

Schuerger has been with the Minnesota PUC since February 2016. Schuerger has worked in the energy industry for 30 years as a professional engineer and was the president of an engineering and management consulting firm. He has a master’s degree in electrical engineering from the University of Minnesota, an MBA from the University of St. Thomas, and a bachelor’s in mechanical engineering from Purdue University.

“I am honored to accept this appointment to the NARUC Board of Directors and I look forward to working with the officers, fellow Directors, and members in advancing the mission of the organization,” Schuerger said. “NARUC serves a vital role improving the quality and effectiveness of public utility regulation through education and coordination, and by providing engaging forums for sharing information and ideas.”

NARUC President John Betkoski said the organization will benefit from the experience and expertise.

“Chairman Winslow brings an extensive breadth of knowledge and experience that covers many facets of energy and utility regulation, along with a deep administrative background. Commissioner Schuerger’s experience on boards and advisory councils, combined with practical knowledge and acumen will help ensure that our board is effective and remains focused on NARUC’s core mission and objectives,” Betkoski said.

Also, NARUC appointed David Morton as co-vice chair of its Committee on International Relations. Morton has been on the NARUC board since 2010. He is the chairman and CEO of the British Columbia Utilities Commission. The committee manages NARUC’s outreach across the globe.

“I look forward to working with others on the International Relations Committee to continue strengthening international knowledge-sharing and partnerships. This is an important and necessary step in the evolving world of utility regulation,” Morton said.
