ComEd proposes Low-Income Discount program to help families within the Federal Poverty Line

ComEd recently proposed a new Low-Income Discount (LID) program to the Illinois Commerce Commission (ICC) that would, if approved, aid households at up to 300 percent of the Federal Poverty Level (FPL).

“ComEd’s newly proposed low-income discount program builds upon our longstanding commitment to keep bills affordable for all customers,” Gil Quiniones, president and CEO of ComEd, said. “Electricity is an essential service, and LID will provide a measure of security for households dealing with financial challenges.”

Aiming for deployment in 2025, the company described the program as something of a sliding scale. Those with household income less than or equal to 50 percent of the FPL would gain the greatest discounts, although some form of discount would be granted up to the 300 percent mark. The goal is keeping residential energy expenses under 3 percent of a household’s income.

Additionally, the program will provide opportunities for low-income households to join the ComEd Energy Efficiency Program, helping them manage energy use and save on future energy bills. Customers already enrolled in other income-qualified programs – such as the Low-Income Home Energy Assistance Program or Percentage of Income Payment Plan – may be automatically enrolled in LID by ComEd within 12 months of the program’s implementation.
