Arizona commission holds first workshop for developing code of ethics

The Arizona Corporation Commission (ACC) recently hosted the first workshop in a public process to develop a code of ethics for the commission.

The meeting included an overview of various Arizona statutes and rules regarding open meeting law, conflicts of interest, financial disclosure, gifts, and lobbyists.

“We must first know what is out there to be able to determine the best, and most useful, code of ethics,” Commissioner Boyd W. Dunn, chair of the Commission Ethics Committee, said. “Our work on this committee will be to create a code that will stand the test of time and apply to all future commissions.”

The Commission Ethics Committee will consider the code of ethics at its meeting on Sept. 15. At the meeting, commission staff will provide the committee with an overview of codes that other public utility commissions, relevant regulatory associations, and state subdivisions have adopted.

“We will do everything we can to make certain the development of the code of ethics is totally open and transparent to the public,” Dunn said. “The committees will be set by agenda, publicly noticed, and will be part of an open process where anyone can participate.”
